You have registered for AIQ but haven't paid the registration fee if I'm not wrong. Since you haven't paid the registration fee for AIQ, you won't be allowed to sit for the AIQ counseling.

Whereas, state quota counseling is completely different from the AIQ counseling. AIQ has nothing to do with State counseling and vice versa. State dates will be out and some are out now as well. You can go check it out in this page and apply for it.
