But I cant opt for only govt colleges seat. It is saying that I have to pay 2 lakh 5 thousand

If you didnot pay fees for first round then your choices were not locked in first round of counselling.
In second round, the Rs.205000 amount is the security deposite that you have to give(5000 for govt + 200000 for deemed university) as you must be selecting both govt and deemed university option in choices.
For second round, security deposite will be refunded only if you donot get any seat during counselling.
