Dear Siri, IP Quota of ESIC colleges is filled through All India Quota mop up round. It is not filled through State Counselling. Between OBC and ESIC reservation, if you are going for State Counselling, only OBC reservation is considered. Therr are approximately 323 Medical seats available under IP Quota. Given the minimal seats available, 259 marks is too less for a seat in ESIC Medical College. In 2018, the cut off was 450 and above. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam.

As you mentioned with 259 marks, your chances of getting a decent government college in your state through state quota(85%) are negligible as previous year cutoff was 414 marks with 67k All India Rank.
However you might get some good private medical college in your state through state quota.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).

Having said tha, cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.
