Hey sarthak, you don't get any good college with this rank not even good private college . Your marks is too less. I think you should prepare again. Or Go for private University like SRM University, LPU. Give any University level engineering exam. If you have good score in Boards than do BSC from good college. If you want good engineering college than give test of VIT. If you are from Punjab than you can get seat at GNDU, GNDEC but you can't get good branch there. Else prepare for jee again.

It's highly impossible to get CSE branch in government college and that too under general category,Better go for any other Private engineering colleges and Deemed Universities like VIT,SRM,Sathyabama,BITS pilani,etc.

As you have mentioned Low fees structure it is highly impossible to get.The first thing is you can't get CSE under government college and with low fees it's not gonna be possible.
