The eligibility criteria for Telengana PG medical admissions are:-

1) Candidate must have secured the minimum cutoff of NEET 2019.

2) Candidate must have completed their MBBS from Telengana itself or students who have studied in Siddhartha Medical College, Vijayawada and Christian Medical College, Dichpally are also eligible.

3) Candidate must be registered with the Medical Council of India.

4) The Candidate must have completed their rotatory internship on or before 31st March,2019.

Based on the eligibility criteria as stated above, I don't think that you are eligible for State Medical Counselling of Telengana.
