Hello Pranav,                                           
I admire your optimism, but there is is no chance to get into a government college unless you have at least 20000 rank, and even then you have very limited options and very limited courses to choose from.
If you have a reservation in the SC or the ST categories then you would have had a chance in some government colleges just by your category reservation.
Do not give up hope as you can easily get a government controlled college any self  financing college that you want.
