No, JEE Advanced counseling is not based on domicile certificate.

The counselling is based on secured the acceptable rank in JEE Advanced. To get admission in IITs you should have minimum 75% aggregate marks in class 12th & for SC, ST & PWD categories the aggregate marks should be 65% Or you should be in top 20% in class 12th. You can also refer below given article to know about the counselling procedure.
