Yes anyone can join msc in the open category if they meet the eligibility criteria of the university or college. The open category is for candidates who does not fall under any reserved category like SC, ST, OBC, EWS, etc.

Here, what matters:-

You must have a relevant bachelor's degree (like B.sc or B.com/B.Tech (//B.com/B.Tech) depending on the Msc program)

You need to meet the minimum percentage or CGPA required for general open category.

You may need to clear an entrance exam or interview, depending on the institution.
