Dear Akash, a candidate with a disability of equal to or more than 40% cannot be termed eligible for MBBS. This is not just confined to visual disability but to all approved disabilities. So if a candidate has a visual disability of equal to or more than 40%, he/she is termed ineligible for MBBS. There is Annexure A on their official website and you can go through it at mcc.nic.in.
