Please refer to the official website of YCMOU at (http://ycmouoa.digitaluniversity.ac/index.htm), online admission  is open, there's also a prospectus provided for session 2019-20, you can download it and you'll get all the details regrding admission, the courses it offers, how to go through the entire procedure.

If you want list of study centers,  just go to this site (http://www.ycmou.ac.in/regional_centres)
and click on your preferred regional centre, you'll be asked to click on the following link and proceed further, there you just need to fill few details to get your preferred centre.
