Dear Roshini, when you are filling in the application form, you are not required to submit any documents. You will only need to fill in the application form giving your education and personal details. But once the application form is filled, you will need to take a print out of the confirmation page and then send it to NBE along with the required documents. These documents need to sent before November 31st, 2019. So, for now you can go ahead and complete the application form and send the documents when you get them but before November 31st.
