On the instructions regarding counselling and certificate verification Of karnataka pgecet for gate students it was mentioned that:

• Candidate with valid GATE score are eligible to apply and should have necessarily applied in Karnataka PGCET 2019 (GATE qualified candidates need not to appear in PGCET entrance test but should fill online application form)

That means for the gate qualified students also need to fill the application form as it is mandatory.
