The college can be changed only until the counsellings are going on, once they are done one cannot leave and go to other college. Some colleges like Haryana have mandated that anyone leaving a medical seat will have to pay a Rs of 5 lakhs. 

If you still have problem, you can again give NEET and choose a diiferent college and start again.
