Hello,

If the seats in that particular college are vacant after the first counselling due to non-reporting of the candidates in the college to complete the admission process or candidate found ineligible at the time of admission then such seats will be considered for second phase seat allotment. And depending on candidate's rank, category, preferences of choice seat, cut off rank a seat will be allotted. So you might have chances of getting seat in that particular college but the above mentioned factors are considered. Cut off changes every year depending on number of applicants, difficulty level of exam, top score and number of seats available etc.
