First things first it might not be possible to fill all the seats in every college that is participating in AP EAMCET counselling which are under convener quota. That's why the counselling is conducted in more than one phase. Not every candidate participates in first phase counselling and not every candidate who secured seat in first phase willing to take admission. There will be seats vacant after first phase and these seats will be filled in second phase counselling. Candidates who haven't secured seat in first phase, candidates who couldn't participate in first phase, candidates who wish to participate in second to get seat in a better college and branch can go for second counselling.
