There are two things to it. You have registered for counselling and also opted for subsequent rounds of counselling while filling the application form. However you couldnt attend the first round. Inspite of that you can attend the second round. It comes under the lines of free exit. Alternatively, say you havent registered for the counselling. Then you cannot attend the counselling.
