If have completed my 1st year of b.tech with mechanical engineering . Will I be eligible for jelet?

JELET is the entrance examination conducted by West Bengal technical Board for lateral entry of diploma candidates. Diploma candidates with 60% or more marks can apply for JELET exam for admission in second year of engineering.

You are already studying Bachelor's degree in Mechanical engineering and you can not give JELET exam for moving to some other college in second year of engineering.
So you are not eligible for this.
