Yes you can apply for phase 2 counselling of Vellore institute of technology and so on for subsequent phaaes if you have not been allocated a seat in earlier phases. You will need to pay a nonrefundable amount of 5900 to participate in the counselling process.

However you can not change your campus, branch or category if you have been allocated any seat.
