Hello,
It's not necessary to take admission in the college which you are alloted during the time of councelling. It entirely depends on you whether you take admission in the alloted college or not .
You can definitely participate in the maharashtra state ayush 2019 councelling. In any state 85 % seats are reserved for the natives of that state. By participating in the state councelling you will be competing for those 85 % seats. 
Registration for state ayush councelling are likely to start from the first week of September. As of now make sure that you keep yourself updated about all the councelling related information.
