AKTU cannot refuse or decline to give you the transfer/ migration certificate if all academic and financial dues are cleared  and resignation or discontinuation is properly registered.

If they do so, then you can surely take legal action by going to court or by filing a complaint with UGC.

If you have cleared the LEEE exam and interview for lateral entry into IIIT Hyderabad while currently studying in the 4th semester at AKTU, it is your right to obtain a transfer certificate (TC) and migration certificate from AKTU so you can shift to the new institution.
