Hi Smruti,

Yes, you can apply for the 2nd round and pay for the procedures but there are chances that during 2nd round of counselling you may not get the desired streams or colleges. So try contacting the authorities as soon as possible and explain your situation. They may have some solution.

Yes you can register for second round of you haven't registered for the first round and you can make the payment for the second round of counselling.
