Since you have not mentioned your category so considering it as general and if you have not got any seat in either Round 1 or Round 2 then you can participate in Mop-Up round but note that government seats are quite difficult through mop-up round because government quota seats are normally filled upto second round and also note that government quota seats are only for the aspirants having domicile of that state where the institution is located.
