Mop up is basically the last part of NEET counselling. The seats which have been left vacant in government colleges under the All India Quota are made available to the candidates. Thus, only those who did not get any seat in the previous two rounds are eligible. Since, you got a seat under state counselling, and no seat through AIQ, you can thus appear for the mop up round.
