Look as you asked weather I can get mbbs seat if I score 198/720. I would like to tell you here that we can't predict about the cutoff marks for this year but looking at the past qualifying cutoff I feel that you may qualify NEET exam if you score this much marks but listen you will just qualify the exam you would hardly get mbbs seat anywhere in India if you score 198/720 because to secure medical ie mbbs seat on merit basis you gave to score atleat 350+ for deemed and private and 500+ for securing seat in any government college.

As per your query about score to pass neet.. I would like to tell you it varies every year... It depends on lots of factors like difficulty level of paper and number of students getting that mark etc... It also depends on.. It will be different for Government, Private and Deemed medical colleges.... Also it will differ you applying from All india quota 15% or State quota 85%... Cut off of state quota is usually lower than all india quota...

With 198 marks you will qualified for NEET but to secure  a free seat in any government medical  college, you will have to score 550-600+for genral category.

With 198 marks you have a chance of getting into private medical colleges.

The cutoff for neet UG 2017 was 131 for general category.
Scoring 198 marks will get you qualified for neet but to secure a free seat in any government college, you will have to score high, 550-570 is a ideal score to target.

198 marks will get you qualified to purchase a seat in any private medical institute.

The cut off score of NEET 2017 has been released along with the result on June 23, 2017. The exam conducting authority, CBSE has released the cut off score of NEET 2017 for all categories.The NEET 2017 cut off is the qualifying score/percentile for the test. It must be noted that NEET 2017 cut off score is the lowest possible marks a candidate must obtain in order to qualify NEET 2017.As per the NEET Cut Off 2017 data, unreserved candidates have to score in the bracket of 697 to 131 marks to clear the 50th percentile Cut Off requirement and be eligible for NEET 2017 Counselling. The cut off score of NEET 2017 is based on many factors such as number of candidates appeared in entrance exam, difficulty level of test, marking scheme, and most importantly, number of MBBS and BDS seats.     To get a seat in a government college  , a student should secure at least 70-75%% marks out of 720 ie.roughly over 500 for general category.

For 198 marks you have a chance of getting into private medical colleges .The annual fee ranges from 12-22 lakhs through management quota.

I take it that you've must have written a mock test in which you scored the above marks.Kindly improve your knowledge in biology to score higher. Remember these tests are set in a way to develop your skills with high level questions.
