Yes, ofcourse you are eligible for 2nd counseling if you don't get a seat in 1st counseling.
.
But remember if you get a seat in 1st round, and you are not satisfied with that college, don't report in the college,just leave it and go with 2nd counseling.
.
But see that you won't get low rated college in comparison of 1st and 2nd round counselings
