Ues,you can apply for the 2nd round of counselling if you fails to get a seat in your 1st counselling round due to low marks or any other issue regarding your documents.

As you said that your ews category certificate is not ready then also I will suggest you to go for the 1st round of counselling because if you get a seat in this round then maybe before admissions your certificate gets ready or maybe on talking to the college staff about this issue they will give you some evtra time for submitting you caste certificate later on.

So,don't worry and go for 1st round and if you fails to get admission then go and apply for 2nd round of counselling too.
