Certainly yes, if you have a residence proof of Punjab it makes you eligible for Punjab state counselling and if you have completed your secondary education from Delhi it makes you eligible for Delhi state counselling as well. You will have to choose which state counselling do you want to apply for.

Do a research on colleges, fees and cut offs before coming to any conclusion.
