If you join one specific college and then also you can apply for counselling in 85% but admission can be taken once at a time.

So don't take admission in 2 colleges at a time.

It's totally depends on you. If you choose any seat then you can take admission it is not necessary to go for 85% counselling but if you want to upgrade your seat in NEET counselling you should also go for 85% state counselling.
