see it will depend on which state you are appearing from and whether you want seats in a government or private medical colleges well as whether you are an unreserved candidate or are appearing with some SC or st quota reservation
usually the cutoffs for unreserved candidates are pretty hai and maybe around 600 out of 720 in colleges of Delhi and somewhere around 522 530 out of 720 in most good government medical colleges and somewhere around 500 out of 720 for the peripheral government medical colleges and definitely in excess of 470 out of 720 for private medical colleges and dental colleges
so it is safe if you plan on scoring something in excess of 500 and 400 is too lower benchmark to be secure

With 400 marks, the odds of getting a government medical college for pursuing MBBS is next to nil.

If you belong to GENERAL CATEGORY, you need to score above 570 to increase your odds of selection via AIQ 15 % quota. 

If you do have a reservation, the cut off scores for MBBS will marginally come down. But it is always good to score above 570 to stay on the safer side.

yeah you may get the government  college it will depends on the ranking and other reservations you have and the another thing is that 400 marks above is also good marks 

so please work hard and study well
