No, I don't think so. As the merit list of aktu's government colleges are high. You check this by the range of ranks they give admission. If your rank is equal to or less than 1000 than only you can get admission in any of your desired government college under Aktu.
However, you have chances in 2nd or in 3rd counseling to get govt.college.
