If you are having backlog in diploma and want to join any college, you will need to first clear that backlog.

Irrespective of which state you are from or how many backlogs you have, you need to clear each and every backlog for taking admission in college.
While some colleges may give you provisional admission with that backlog, but you will still have to clear that backlog for taking final admission.
