If in 2nd round of all Indiaquota counseling of neet one does not get seat then will he proceeded to state quota counseling or deemed colleg

If you didn't get seat in AIQ then you can definitely try for state counselling or deemed colleges. You may stand a chance there.

I got seat in first round all India counselling but I didn't report I registered for state counselling if I didn't got seat in second round all India counselling can I join state alloted seat

Yes, You can go for state quota counselling & you can also register for deemed universities. Please explain your NEET score then I can help you better for your admission chances.
