Hi,
JEE Main requires OBC-NCL Certificate in case student want to get benefit of OBC Reservation. There is prescribed format for that certificate. Usually the main signing authority on that certificate is SDM of your area. However in some area, this job is also Done by DM. So, it depends on your area , who is the certificate issuing authority. If your certificate has sign of the person who has certificate issuing authority, then it is fine.
