By supplementary exam you mean compartment ?
If yes , then if you have mentioned 12th appearing while submitting then you can go for counseling but if you have mentioned 12th passed then you can't appear for counseling as they need your 12th original marksheet .

Yes definitely you are eligible if you qualified neet 2019 and yes you can register for NEET counselling . Hope you have secured a good rank  :)
