If you wish to apply for Delhi University'a admission, you'd require to have a caste certificate issued ny Central, since Delhi University is funded/regulated by the central government.
You may apply for your certificate and if you cannot get it before the cut offs are declared, you may ask the college to provide you a due date for your final documents submission and till then you can provide your State Certificate.
However, this depends from college to college, thus I would suggest you to apply for the central certificate and get it issued as soon as possible.
