No, a student who has not cleared NEET will not get admission to any course of MBBS in India - whether it is a deemed university, a private college, or a college under the NRI quota.
To conclude, all medical admissions must clear NEET in India, under all types of colleges (government, private, deemed or NRI) and any quota. Deemed universities do not have a separate entrance exam, and if you did not qualify NEET there is no personal admission in deemed universities. Thus, if a student in India wants the NRI quota seats in deemed medical colleges, they still need to qualify NEET in the respective academic year.
