If you are allotted a college in AIQ 2nd/3rd round but don’t join, that seat gets cancelled automatically. Your security deposit may be forfeited as per rules. You usually become ineligible for further AIQ rounds/mop-up. However, you can still take part in your state counselling if registered there. So, non-joining affects only your AIQ seat, not your state quota options.

If you are allotted a college in All India counselling in 2nd or 3rd round but do not join, then your seat will be cancelled. You will also lose the security deposit (if taken). After that, you cannot claim that seat again.
In most cases, you will also be out of further All India rounds, but you can still take part in your state counselling separately.

If you're allotted a college in All India Counselling(AIQ)during 2nd or 3rd round but you didn't report/join to the college, then the allotted seat will be cancelled.You'll lose that seat and you'll not be considered for further rounds.your seat will be given to someone else in later rounds.
Once you skip joining,you cannot claim that seat later.
