Hello,

Yes, you can take part in DNB counselling even if you have not taken a seat allotted to you in All India Quota counselling as there are restrictions for that. Moreover, I would say that it is good that you did not take the seat if you did not want it otherwise if you did not receive any upgradation seat later on then you would have had to accept the seat.
