Some amount may be returned to you, now this depends on which phase you are attending like medical or Engineering etc.. but if you cancel seat Allotment some amount will be refunded how much I can't tell as you have not mentioned the type of councelling you are attending.

If possible mention it and I'll giv you a better answer.
