If we could not submit EWS certificate at the councling time then our form of neet will be canceled or not ?

If you could not submit EWS certificate, then your candidature will not be cancelled. You will be categorized as the candidate in General category.

In this case, you will be able to write the exam but your result will not contain EWS rank, you will simply move to the General category.
