If you get exact cutoff marks of your category ,you will be qualified and will be eligible to get admissions but it will be hard for you to get good colleges.

For example :
Consider Cutoff for obc category is 49 marks in Jee Mains examination but you will not get any colleges under Jee if you got exact 49 marks even after you crossed the exact cutoff criteria,however there are chances that you can take admission using this marks in private colleges and some state government colleges too...

Yes you can surely get a college but most probably you will not have freedom of choice of college or branch. There are certain colleges which have the same cutoff marks as of the cutoff marks of that particular caste. It also depends on the availability of seats. If a student with higher marks has occupied the seat than chances are less of getting the desired branch but options are still available for other branches. I would recommend you to apply for all the available colleges as per your marks. If the college is good and you are ok with the available option at that moment than you must surely go for it. But first is you must surely go for the counselling,sometimes there are chances that you get results as per your want.

Actually it depends on your expectations and your choice. It is possible to to get a college on the Cutt off marks but that college also should have a same cutt off mark. And may be you will not get a desired college but yes there are some colleges available who has the same cutt off marks as that exam has for that perticuler Quota. So do not worry much about it and just apply for counseling.
