As per NEET Eligibility criteria,the candidate must have passed in the subjects of Physics, Chemistry, Biology/Bio-technology and English "INDIVIDUALLY" and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology/Bio-technology at the qualifying examination.
So if your board marks are out of 100, then you get 45% in Physics and Chemistry. As you have not mentioned your board, lets take it CBSE then your are passed as 33% is the cap. Also you have to pass in English, which marks you have not mentioned. Overall in 3 subjects you have 50 %, hence you are eligible provided you have passed English.
Yes, you will be eligible irrespective of whether you are a repeater or not, as long as you get 50% in the qualifying examination and if you fulfill other categories (age, subjects, etc.), you will be eligible to give NEET.
But the minimum academic criteria is that the candidate must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology/ Biotechnology in the qualifying examination.
So you might be marginally eligible.
