I assume since one year has passed , you have appeared in the supplementary exam and eventually has cleared the backlog paper. however as per the eligibility criteria of gate exam for btech students, candidates who are in final year of studies or already passed  the exam are eligible to appear  in GATe. there is no particular age limit or number of attempts for gate exam has  applied. one appear in gate in various reasons, yo pursue mtech/ phd or to get job in psus. now if you have all your backlog papers cleared in due time you are eligible to apply for gate or any other government or private recruitment exam.

Yes you can apply for gate. According to gate eligibility criteria the student who is in his final year of btech or has completed his degree can definitely apply for gate. There would be no effect of backlogs at any stage in your gate exam.
