You can participate in 50% State counselling for the stars which you have domicile eligibility from. If you have domicile criteria of AP then you can only participate in State Counselling of AP. Rest states you can participate in All India Counselling only. Every state has 50% state quota for its local candidates only and 50% for All India quota.
