The best option for CS interested students is to join an engineering college and join the Btech degree. It will cover almost every single portion including operation system developer . So, joining in a good college with CS department is surely a fruitful option.
You can even join the electronics and instrumentation department in engineering for getting more information regarding operating system developer.

You can also do BSc in CS as well. But the job opportunities are not as good as engineering degrees.
