As per the information available online,

Migration policy of Delhi University says that students can migrate from one college to other college of DU in the third semester of  B.A & B.Com, B.A. (Hons.), B.Com (Hons.) or B.Sc. (Hons.) programmes.

They must have passed previous two semester and also they have to take permission from principals of both the colleges.

Also, students can not migrated from regular college to school of open learning.
