All candidates can apply for seats in other state colleges. Different states have their different criteria to give seats for other state students. As we take example of admission through neet, many states provide their government colleges seat to other state sttudents as of 15 percent seats out of total seats. Most private colleges gives seats to other state students as per demand in the merit list.

So you can grab seat in other state also.
