If you accept and join(i.e report and complete admission) an AIQ round-2 seat, you cannot resign later to join a state round-3 seat because the MCC rules clearly states that once a seat is accepted, the candidate is locked and is only eligible for upgradation in AIQ itself, not for shifting to state counselling. However, if you want to keep the option of getting a better seat in state round-3 counselling, you should avoid reporting to the round-2 AIQ seat ,in that case you'll lose your AIQ allotment and your security deposit will be forfeited, but you'll remain eligible for state round-3 process. So, you need to choose between securing the AIQ seat now or to take the risk for your preferred state round-3 seat.
