Domicile is the most important factor to get an admission. However there are colleges which provide open state quota. You can use that to take an admission. Usually open state is provided in every college still some exceptions are there. You can search for colleges near by you which allows open state quota and except the entrance exam you have give.

Choose a college according to your interest. I am sure you will get it. And you should go for counseling. Don't waste your time. It's precious. If you waste it you won't get it in return. Take an admission this year only.
