Hello,
Yes you are eligible to apply for jee mains as this is going to be your 3rd attempt.You can appear for both jee papers but not in jee advanced exam.

Students who passed their 12th in 2017,2018 and students who are going to pass in 2019 they can attempt JEE MAINS 2019.

Maximum attempts for JEE mains exam are 3.
